Action Steps to Utilize “Full Use of Federal Funds” Provision: Ending State Agency Work Furloughs and Layoffs

Implementing The Healthy, Hunger Free Kids Act...

Hiring freezes, layoffs and work furloughs have left many state child nutrition and WIC agencies understaffed. To help remedy this, The Healthy, Hunger-Free Kids Act - the child nutrition reauthorization law - requires that federal funds for child nutrition and WIC programs be excluded from state budget restrictions or limitations including hiring freezes, layoffs, work furloughs and travel restrictions. All states should have signed the new addendum to their federal/state agreement agreeing to abide by the new law. This provides an important new opportunity for advocates and program operators to support your state agency.

What you can do:

Check in with your state agency to understand current status and potential strategies.

As appropriate, urge relevant state policymakers, potentially including your state Governor, to lift any current restrictions on your state child nutrition and WIC agencies.

Write a letter (see below for models), arrange a visit, and/or call.

Press the point that a fully staffed state agency can:
- Serve more children and families struggling in these difficult times,
- Bring in more meal reimbursements which inject 100% federal funds into the economy, and
- Support small businesses, child care providers, and nonprofit community based organizations hit hard by the recession.

Organize through your state associations and coalitions to make clear the far reaching implications for families, schools, afterschool and summer, childcare and WIC programs.
