Where is the Money Now?

In this rollercoaster economy, individual giving, which is 85% of all private sector giving, or over $240 billion in 2008, has only gone down about 5% since 2007. Much of the decrease has been from donors who give from assets. As a result, the top 10 percent of donors are often not producing the same amount of income they used to. Smaller donors who give $25 and $35 are also cutting out organizations that they don't care so much about and are focusing on fewer organizations. Many organizations are seeing their number of donors drop. But mid-range donors are still giving...

State Legislation
Several important bills are making their way through the legislature - take action now and send in your letter of support. Sample letters are available at www.cpehn.org, at our Policy Center.

Achieving Equity Through Place Based Solutions

  • AB 346 (Torlakson) Expands joint-use of school facilities to increase opportunities for physical activity. Status: Appropriations Committee.
  • SB 1174 (Wolk) Requires a city or county to amend its general plan to address the needs of unincorporated communities, which often lack the most basic infrastructure of a safe and healthy environment. Status: Local Government Committee, hearing April 21.

Expanding Access to Health Care

  • SB 810 (Leno) Creates a single-payer health system to provide health care coverage to all Californians. Status: Not yet assigned to a committee.

Increasing Access to Nutritious Food and Promoting Active Living

  •  AB 537 (Arambula) Increases access to healthy foods at farmers' markets by allowing participating farmers to operate an Electronic Benefits Transfers (EBT) payment system. Status: Human Services Committee.
  • SB 1210 (Florez) Taxes sodas and sweetened beverages by 1-cent per teaspoon of sugar to fund obesity prevention programs. Status: Senate Committee on Revenue and Taxation.
  • SB 1255 (Padilla) Restricts electrolyte replacement beverages (sports drinks) from being sold at schools during regular school hours. Status: Senate Health Committee, hearing April 14.

Addressing Health Disparities

  • AB 1737 (Eng) Improves data collection in public programs to reflect the diversity of Asian and Pacific Islander Americans. Status: Assembly Business and Professions Committee, hearing March 23.

State Budget

Last week Governor Schwarzenegger vetoed $2 billion in cuts passed by the Legislature to help close the state's nearly $20 billion projected deficit. In his veto message, he wrote that the $2 billion did not constitute "real reductions" in spending, calling for much larger cuts. The $5 billion package of bills, sent to the Governor in late February, included not just cuts but also $3 billion in other solutions, including shifting the gas tax, curbing corporate tax breaks, and enforcing payment of taxes already owed. The Governor has not yet indicated whether he will sign...

National Health Care Reform

After nearly a year of discussion, debates, and posturing, we are close to reaching another major milestone for the passage of national health care reform. The House of Representatives is currently negotiating to secure enough votes to approve the Senate reform proposal. The vote could happen as early as this week. Once the House passes the bill, the House and Senate will go through "reconciliation" to work out some of the differences between the two proposals, a process that only requires a simple majority vote in each house. House members need to hear from us that they need to pass the Senate bill and then a reconciliation package.

Budget Proposals Turn Back Clock 30 Years in Long-Term Care Services for California Seniors - A new analysis by the UCLA Center for Health Policy Research, examines the likely impact of budget cuts to the state's community-based and home care services on low-income, older, and disabled Californians.

Damage Already Done: A Report on the 2009 Health Care Budget Cuts Six Months In - An analysis by Health Access, shows that just six months after severe cuts in spending on public health programs went into effect, millions of Californians are being denied the basic services they need.

The Cost of Cutting Immigrant Programs: Illness, Hunger, and Homelessness - A new resource from the California Immigrant Policy Center, outlines the harm that would be caused by the Governor's proposals to eliminate the Cash Assistance Program for Immigrants, the California Food Assistance Program, and Medi-Cal and CalWORKS for newly qualified immigrants.

Number of Uninsured Jumped to More Than Eight Million from 2007 to 2009 - A new policy brief by the UCLA Center for Health Policy Research, shows that nearly 2 million Californians lost their health insurance during 2008 and 2009.
