America urgently needs legislation to tackle climate change and usher in a new era of jobs, health, and wealth for all. Please quickly pass strong climate and clean-energy legislation that includes the following key provisions: ********** 1. The Green Construction Careers Demonstration Project ********** The Green Construction Careers Demonstration Project creates middle class careers in the green economy for low-income Americans. It allows the Secretaries of Labor and Energy to target employment and training opportunities in green construction to workers and communities who traditionally have had little access to career-track jobs with high-road contractors in the building trades. This provision was included the House of Representatives’ ACES bill, and in the EPW Committee’s Clean Energy Jobs and American Power Act. ********** 2. Funding for the Green Jobs Act ********** In ACES, the House allocated 0.75% of allowance value – an estimated $860 million – to the Green Jobs Act in 2012 and 2013. The EPW bill allocates 1% of allowance value in 2012 and 2013 and 0.05% in 2014 and 2015. Please support legislation that funds the Green Jobs Act, a provision that is critical in order to meet the ongoing skill demands of workers and businesses in the clean-energy economy. ********** 3. Require that 1/3 allowance value for electric utilities be spent on energy efficiency ********** Climate and energy legislation could create 1 million new jobs in the clean-energy economy, by requiring utilities to invest in energy-efficiency retrofits for millions of buildings nationwide. This provision is not currently in the House ACES bill or the EPW Clean Energy Jobs Act. Please require that 1/3 of the allowance value for electric utilities be spent on energy-efficiency.  This provision would generate $100 billion for electric efficiency investments, create more than 900,000 new construction and energy services jobs by 2019 (and many more jobs at plants that supply these sectors), and reduce consumer energy bills by $300 billion. You have a historic opportunity to usher in a new clean-energy economy for America and secure a better future for our children. Please pass strong climate and clean-energy legislation now.
