Governor’s Amendment to HB 2434 (Kilgore): Establishing the Virginia Health Benefits Exchange
HB 2434, as passed by the House and Senate, states the General Assembly’s intent to establish the state’s health benefits exchange as required under the federal health care reform law.  HB 2434 was amended by Governor Bob McDonnell to prohibit insurance plans sold through the exchange from covering the cost of abortions. This means that women will be denied benefits that they are currently able to obtain through their private health insurance plans.
