B'Tselem announced the inauguration of its first public council, comprised of 34 leading Israeli academic, cultural and social figures who chose, at this especially important juncture to highlight their support for human rights. B'Tselem USA accounces the formation of an Advisory Board, comprised of leaders of the American Jewish community, policy think tanks, academia and foundations. On 4 April, B'Tselem testified before the Turkel Commission, calling for appointment of an independent and effective apparatus to investigate suspected breaches of the laws of war by Israeli security forces, that will operate in circumstances not suited to Military Police investigations. B'Tselem has written (April 28) to the OC Central Command and to the Judge Advocate General, demanding that they immediately halt the use of attack dogs against Palestinian workers who enter into Israel without permits. In the last month alone, at least three Palestinians were bitten as a result of the practice. The policy is fundamentally unacceptable, and cannot be justified. |
