The Forest Service is considering a proposal to drill four exploratory wells near the East Divide/Fourmile Park Roadless Area. This is the first development proposal we’ve seen on a “gap lease” (an oil and gas lease, of questionable legality, issued after implementation of the 2001 Roadless Rule within a roadless area) that does not prohibit road building or surface disturbance. The development proposal also involves fracking in a municipal watershed.
