State-by-State Petition for Currency Reform Co-Sponsorship

The Coalition for a Prosperous America, the Fair Currency Coalition and many other groups are leading the effort for currency reform.  For those of you who wish more information on how the U.S. trade deficit is caused, in large part, by currency misalignment, see the CPA currency issues page.

The 2009 currency reform legislation is being introduced shortly by Representatives Tim Ryan (D-OH) and Tim Murphy (R-PA) in the House, and Senators Debbie Stabenow (D-MI) and Jim Bunning (R-KY) in the Senate.  Past versions of the bill had over 180 House co-sponsors and more than a dozen Senate co-sponsors, and we want to exceed that number in 2009.  The more co-sponsors we have, the harder it will be for leadership to ignore the bill.

This petition will be delivered to the Senators and Representatives of every state in which we have signatories.

Dear Representative/Senator: The undersigned organizations and individuals strongly urge you to become an original co-sponsor of currency misalignment legislation to be offered by Representatives Tim Ryan and Tim Murphy in the House, and Debbie Stabenow and Jim Bunning in the Senate. This legislation will clarify that currency misalignment is an actionable subsidy under the U.S. countervailing duty and anti-dumping laws. Prolonged currency misalignment is a mercantilist practice that distorts trade and investment flows. Some foreign governments use this practice to create perpetual current account surpluses. The other side of the coin is the massive U.S. current account deficit, which is the measure of the additional debt the U.S. takes on year by year. Those imbalances are now so large and rapidly growing that they imperil the recovery of the U.S. and the world economy from the current global economic crisis while burdening future generations of Americans with an unsustainable debt burden. Since 2004, diplomatic approaches to this problem have failed to produce any meaningful result for a lack of negotiating leverage. Continuing this approach without a change in U.S. trade policy is a recipe for continued failure. The time has come for Congress to create an effective WTO-consistent trade law remedy that offsets the advantage created by foreign government policy. Free trade cannot co-exist with persistent currency misalignment. U.S. trade and economic policy cannot be successful in the short- or the long-run without addressing this fundamental problem now. We ask that you become an original co-sponsor to help remedy the loss of jobs, farms, plants, businesses, and new productive capacity in your district. At the same time, you will send a powerful message to all mercantilist governments across the world that they must abandon this practice. Sincerely,
