UN Human Rights Office Issues Statement on Iran Clamp Down on Critical Voices

The UN Human Rights Office issued a statement today addressing the recent arrests and imprisonment of prominent human rights defenders, lawyers, and journalists in Iran. The spokesman for the UN High Commissioner's Office expressed concern over "the severe clamp down on critical voices in the country" in the lead up to the June 2013 presedential elections.

United for Iran believes there are more than 500 political prisoners currently being held across the country.

(Geneva) 2 October 2012 - The UN Human Rights Office is seriously concerned by the arrest and imprisonment of several prominent human rights defenders, journalists and political activists in the Islamic Republic of Iran in the past two weeks. This appears to reflect a further severe clamp down on critical voices in the country. 

In particular, we are concerned about the 29 September arrest of Mohammad Ali Dadkhah, a prominent human rights lawyer and co-founder (with Shirin Ebadi) of the Centre for Human Rights Defenders. Mr Dadkhah is now beginning a nine-year jail sentence previously imposed on him after he was charged with “membership of an association seeking to overthrow the government and propaganda against the system.”

The prison sentence was coupled with a 10-year ban on legal practice and teaching. Mr Dadkhah had been involved in defending many high-profile cases, and the case against him is widely believed to be linked to his work as a human rights defender.

Mr Dadkhah's case is reminiscent of those of other jailed human rights defenders in Iran, in particular that of the lawyer Nasrin Sotoudeh, whose case has been raised in the past by the High Commissioner.  Ms Sotoudeh is one of the three final nominees for the prestigious Martin Ennals human rights award, which is being awarded this evening here in Geneva, despite the fact she is serving a six-year jail term.

Last Wednesday (26 September), the authorities closed down an independent newspaper, the Daily Shargh, for publishing a cartoon, and arrested its director, Mehdi Rahmanian. A summons was also issued against the cartoonists.

Mr Ali Akbar Javanfekr, the press advisor to President Mahmoud Ahmadinejad and head of the state-run news agency (IRNA), was arrested on the same day to serve a six-month jail sentence issued previously for insulting the Supreme Leader. The Reuters bureau chief in Iran, Ms. Parisa Hafezi, has also been charged with spreading lies and propaganda, and the wire agency's entire operation has reportedly been suspended. The ongoing arrest and detention of media professionals and intimidation of media organizations is deeply worrying, especially given we are now entering the run-up to the June 2013 Presidential elections.

Also in the past ten days, Ms Faezeh Hashemi, and Mr Mehdi Hashemi Rafsanjani, the daughter and son of Mr Akbar Hashemi Rafsanjani, former President of Iran, were both arrested by the authorities. Faezeh Hashemi was arrested on 22 September to serve a six-month jail sentence, apparently linked to her participation in an opposition rally in February 2011. Her brother, Mehdi, was taken into custody at Tehran airport two days later, on Monday 24 September, after returning from 36 months exile in London. He is facing charges related to his role in the 2009 post-election unrest.

Lawyers, human rights defenders and independent media make a key contribution in democratic societies and must be allowed to carry out their work without facing intimidation, harassment, arrest and prosecution. The arrests and harsh sentences imposed on such figures reflect a disturbing trend apparently aimed at curbing freedom of expression, opinion and association, which are guaranteed by the International Covenant on Civil and Political Rights, to which Iran is a State party.

We urge the Government of Iran to promptly release all those who have been arrested for peacefully exercising their fundamental rights.

دفتر حقوق بشر سازمان ملل متحد عمیقاً نسبت به بازداشت و زندانی کردن چندین مدافع حقوق بشر، روزنامه نگار و فعال سیاسی برجسته در جمهوری اسلامی ایران در دو هفته اخیر نگران است. به نظر می‌رسد این امر بازتاب دهنده سرکوب شدیدتر صداهای منتقد در کشور باشد.

ما به طور خاص از بازداشت محمدعلی دادخواه، وکیل برجسته حقوق بشر و از بنیانگذاران کانون مدافعان حقوق بشر (به همراه شیرین عبادی) در بیست و نهم سپتامبر نگرانیم. آقای دادخواه برای شروع تحمل 9 سال حکم زندان خود که پیش از این به اتهام عضویت در یک گروه برانداز و تبلیغات علیه نظام برای او صادر شده به زندان رفته است.

این حکم زندان با 10 سال ممنوعیت فعالیت حقوقی و تدریس همراه بوده است. آقای دادخواه درگیر دفاع قانونی از افراد بسیار شاخصی بوده و بسیاری معتقدند اتهامات مطرح شده به فعالیت‌های او به عنوان مدافع حقوق بشر مربوط است.

مورد آقای دادخواه یادآور دیگر مدافعان حقوق بشر زندانی در ایران و به طور خاص نسرین ستوده است که مورد او پیش از این توسط کمیساریای عالی مطرح شده است. خانم ستوده یکی از سه نامزد نهایی جایزه معتبر حقوق بشر مارتین اِنالز است که علیرغم آن که او در حال گذراندن حکم شش سال زندان است، امشب اینجا در ژنو اعطا خواهد شد. چهارشنبه گذشته (26 سپتامبر)، مسئولین روزنامه مستقل شرق را به خاطر انتشار یک کاریکاتور توقیف کرده و مهدی رحمانیان، مدیر مسئول روزنامه را بازداشت کردند. احضاریه ای نیز برای خالق کاریکاتور صادر شده است.

آقای علی اکبر جوانفکر، مشاور مطبوعاتی رییس جمهور محمود احمدی نژاد و مسئول روزنامه ایران در همان روز برای گذراندن شش ماه حکم زندان که پیش از این به دلیل توهین به رهبری صادر شده بود، بازداشت شد. رئیس دفتر خبرگزاری رویترز در ایران، خانم پریسا حافظی نیز به اتهام اشاعه دروغ و پروپاگاندا مجرم شناخته شده و گزارش شده است که کلیه فعالیت‌های خبرگزاری نیز به حالت تعلیق در آمده اند. بازداشت و زندانی کردن مداوم فعالین حرفه‌ای رسانه‌ها و تهدید سازمان‌های رسانه‌ای عمیقاً نگران کننده است، به خصوص که می‌دانیم در حال نزدیک شدن به برگزاری انتخابات ریاست جمهوری در ژوئن 2013 هستیم.

همچنین در ده روز گذشته خانم فائزه هاشمی و آقای مهدی هاشمی، فرزندان علی اکبر هاشمی رفسنجانی رییس جمهور اسبق ایران نیز توسط مقامات بازداشت شده اند. فائزه در 22 سپتامبر برای گذراندن شش ماه حکم زندان خود بازداشت شد که به نظر می رسد به حضور او در یکی از راهپیمایی های مخالفان در فوریه 2011 مربوط باشد. برادرش مهدی نیز دو روز بعد در روز 24 سپتامبر پس از آنکه بعد از یک تبعید 36 ماهه در لندن به ایران بازمی‌گشت، در فرودگاه تهران متوقف شده و بازداشت شد. او با اتهاماتی درباره نقشش در اعتراضات پسا-انتخاباتی سال 2009 مواجه است.

وکلا، مدافعان حقوق بشر و رسانه‌های مستقل نقشی کلیدی در جوامع دموکراتیک بازی می‌کنند و باید به آن‌ها اجازه داده شود تا بدون مواجه با ارعاب، آزار، بازداشت و تعقیب به کار خود بپردازند. بازداشت و احکام سنگین تحمیل شده بر چنین شخصیت‌هایی، بازتاب دهنده روند نگران کننده‌ای است که ظاهراً هدف آن تحدید آزادی بیان، عقیده و اجتماع است که توسط میثاق بین‌المللی حقوق مدنی و سیاسی که ایران نیز عضوی از آن است تضمین شده است.
ما قویاً از حکومت ایران می‌خواهیم که بی‌درنگ تمامی کسانی را که به خاطر استفاده مسالمت‌آمیز از حقوق بنیادین خود بازداشت شده‌اند را آزاد کند.
